Faulty apple iphone 4 16g on 02 network ?

I have a faulty iphone 4 on the 02 network that shows 02 but has no signal and caot make or receive calls or text.. Please be aware this normally indicate the phone may be blocked. Although I have checked it on this free site http://www.numberingplans.com/?page=analysis&sub=imeinr and it comes up as green and it says IMEI Validity Assessment Very likely, Also when the phone goes into sleep/lock mode the screen goes very dark and requires a few pushes on the power button to activate the screen. The camera also freezes at times. The good points are it is in very good clean condition and it has Tom Tom GPS voice direction for all Europe including UK, installed and working.
